Neil Joseph Stephen Fraser (born 27 March 1955, Georgetown, Guyana) known by his stage-name Mad Professor, is a British dub music producer, engineer and remixer. He has collaborated with reggae artists Lee "Scratch" Perry, Sly and Robbie, Pato Banton, Jah Shaka and Horace Andy, as well as artists outside the realm of traditional reggae and dub, such as Sade, Massive Attack, the Orb, Gaudi, the Brazilian DJ Marcelinho da Lua, Grace Jones, and Perry Farrell.

Mad Professor, de son vrai nom Neil Fraser, né en 1955 à Georgetown au Guyana, est un des chefs de file du dub anglais depuis le début des années 1980.

Neil Fraser fabrique très tôt son propre matériel, ce qui lui vaudra son nom de scène Mad Professor. À l'âge de neuf ans, il construit une radio. C'est là une des caractéristiques des "dubbers" : l'amour du fer à souder ; en particulier celle de King Tubby, le père du dub.

Arrivé à Londres à 13 ans, il continue ses expérimentations et s'achète un magnétophone à bande semi-professionnel, puis de plus en plus d'équipements. L'année suivante, il fait ses premières incursions dans le dub.
